The Chief Financial Officer position monitors the overall financial management of the Walter B. Jones Center and works with staff to ensure compliance with all state guidelines, policies and procedures. The Chief Financial Officer is a member of the Walter B. Jones Center Leadership team and works directly with the facilities CEO. Job Duties include the following:
Directs and supervises the Center's business accounts, assist in preparing budget estimates, deposits incoming monies, approves all checks and vouchers, prepares requisitions for funds.
Fiscal budget responsibilities responsibilities including NCFAS, FMRS, cash management, monitoring receipts from all payers and all facility inventories.
Responsible for data analysis, reporting outcomes, and various budget reports to management.
Monitors cash flow requirements.
Reviews procurement activity and operating budgets for the facility.
Monitor the facilities salary reserves and reviews/approved funding for various personnel actions.
Salary Grade NC14
Typical schedule for this position is 8:00 am - 5:00 pm Monday - Friday
About the Walter B. Jones Center: The Walter B. Jones Center operates two adult inpatient treatment programs on site in Greenville, NC: (1) Woodside Treatment Center and (2) Lakeside Psychiatric Hospital. The primary purpose and mission of the Walter B. Jones Center is "To provide inpatient treatment, psychiatric stabilization and medical detoxification for individuals with mental health, substance use and other co-occurring psychiatric diagnoses for ongoing community based treatment and recovery". The Center is accredited by the Joint Commission and SAMHSA/CSAT. Two specialty programs are offered to all 100 NC Counties: (1) Inpatient Opioid Treatment for adults and (2) Inpatient Perinatal Services for women in their 1st, 2nd, and 3rd trimesters with substance use disorders.

Thorough knowledge of fiscal/budgetary theories and methodology.
Thorough knowledge of Federal/State policies.
Thorough knowledge of the North Carolina Accounting System or other accounting system.
Considerable knowledge of the office procedures, organization hierarchy and quality assurance to assure adherence to set procedures and guidelines.
Considerable knowledge of HR practices.
Excellent written and oral communication skills with attention to detail.
The primary purpose and mission of the Walter B. Jones Center is to “To provide inpatient treatment, psychiatric stabilization and medical detoxification for individuals with mental health, substance use and other co-occurring psychiatric diagnosis for ongoing community-based treatment and recovery”. The Center is accredited by, CMS, The Joint Commission as a Behavioral Health Facility, deemed status Psychiatric Hospital and certified by SAMHSA/CSAT, and the NC Opioid Treatment Authority as an Inpatient Opioid Treatment Center. Inpatient OTP services are provided for all 100 NC Counties.
The Walter B. Jones Center operates multiple programs treatment facilities:
•Lakeside Psychiatric Hospital provides inpatient psychiatric treatment for adults from the Eastern Region of North Carolina
•Woodside Treatment Center provides inpatient treatment for adults with substance use specific and/or co-occurring substance use and mental health disorders.
•WBJ Center OTP provides both inpatient and outpatient (2019) services for adults enrolled in Medication Assisted Treatment.
The Organizational Unit achieves its primary objectives for the development and enhancement of adult inpatient ...treatment services through interagency collaboration and partnerships with the Managed Care Organizations (MCO), Local Managing Entities (LME), Division of State Operated Health Care Facilities (DSOHF), NC Department of Health and Human Services (NCDHHS), State Licensing Boards, state, and national agencies.
