JOB SUMMARY:
The Chief Financial Officer (CFO) provides the day-to-day leadership and oversees the ongoing operations and procedures of the following departments: Finance and Accounting, Warehouse and Facilities, and Member Support. This position is responsible for the development, application, and evaluation of organizational structure, strategic planning, and management programs, policies, methods, and procedures within these areas of responsibility. The CFO will embody and promote a culture of safety within the organization. The CFO accomplishes these activities through a respectful, constructive style, guided by the mission, values, and vision of the organization.
ESSENTIAL JOB FUNCTIONS:

Promotes and supports a visible safety culture that provides a clear understanding of management’s commitment to and expectation of having a safe and healthy work environment.
Oversees daily operations of the Finance and Accounting, Warehouse and Facilities, and Member Support departments.
Oversees the financial forecasting functions of the Cooperative, which include sales and purchasing projections.
Prepares the Cooperative’s annual budget, financial plan, and financial forecasts.
Assists the CEO and other staff in redesigning, modifying, and establishing rates.
Ensures financial controls and works with outside auditors on a successful audit and preparation of year-end statements.
Responsible for the accounting internal control environment and identifying opportunities for process improvement.
Directs the maintenance of the general ledger, accounting files, and related subsidiaries.
Supervises the preparation of monthly operating reports and other statistical reports.
Oversees all loan and insurance portfolios.
Oversees liability and insurance policies for the benefit and protection of GVP, its employees, and members.
Oversees administration of benefits.
Coordinates efforts to ensure effective cash management.
Responsible for and oversees the preparation of financial and statistical information for Management and Board of Directors, as requested.
Reviews all general construction fund disbursements made by the Cooperative.
Supervises wholesale power billing activities along with the cooperative Purchase Power Agreements (PPA) purchases and reconciliations.
Reviews and reconciles all deferred revenue and Power Cost Adjustments made by the Cooperative.
Communicates with financial institutions concerning debt activities.
Supervises the tax and internal audit activities.
Assists and advises the staff and board in the interpretation, implementation, and development of the strategic plan.
Ensures the organization is aligned with the strategic plan, and that the plan remains current and useful for all levels of the organization.
Oversees and assists the management team with developing plans and recommending resources to achieve departmental objectives through the annual budgeting process, including defining, submitting, and controlling budget costs for their respective areas of responsibility.
Monitor expenditures to ensure compliance with the current year’s budget.
Oversees administration of the labor agreement within respective areas of responsibility.
Attend and participate in labor/management, safety, and apprenticeship meetings as needed.
Oversees, directs, regulates, and guides the activities of subordinates.
Assures position guidelines and job functions of subordinates are accurately defined and updated as needed, and that subordinates understand expectations related to performance of their job duties.
Assures all employees within respective area of responsibility are trained to attainable levels; reviews, determines, addresses, and documents performance of subordinates; and recommends wage and salary adjustments in accordance with company policies, labor contracts, and in support of company values and objectives.
Participates in the development and evaluation of GVP policies and procedures, and makes recommendations for revisions.
Assure policies are administered within respective areas of responsibility in such a manner as to optimize company resources to maximize productivity and meet company objectives.
Keeps the CEO informed on all issues of importance concerning GVP.

QUALIFICATIONS AND EXPERIENCE:
A bachelor’s degree with an emphasis in finance, accounting, or a related field is required. Requires at least seven (7) years of management experience with proven progression in level of responsibility. A CPA designation or an MBA is preferred but not required. Previous experience working in an electric utility or cooperative is required. Experience working with the Power Supply, Power Cost Adjustments, and deferred revenue of a cooperative or other electric utility is strongly preferred. Strong leadership and interpersonal skills are required. Strong communication skills and proficient computer skills are required.

RESPONSIBILITY / ACCOUNTABILITY
This individual has the complete authority to take whatever action is deemed advisable or necessary and may initiate and carry out the action within their respective area of responsibility, subject only to the policies or general rules identified by the CEO and/or Board of Directors. The CFO is accountable to and reports directly to the CEO.

Requires supervisory knowledge, including personnel practices; budgeting, accounting, and fiscal management practices; office procedures and business operating systems; and the appropriate methods and means of dealing with human behavior situations in a variety of business circumstances. Requires understanding and the ability to interpret the union contract, agreements, administrative, and HR policies to properly apply provisions to supervising and directing the work of subordinates. Understands and uses the concepts of effective performance recognition, coaching, documentation, and discipline.
Requires strong analytical and communication skills. Must be able to analyze data and reports; conduct research; implement recommendations; develop plans, procedures and goals; present information to others; and work under pressure with numerous tight deadlines and priorities.
Understands the concept of providing quality services to GVP members and employees and agrees to maintain the commitment of excellent people-to-people service.
