Northeast Oklahoma Electric Cooperative (NOEC, www.noec.coop), a member-owned rural electric cooperative located in Vinita, OK, has an exciting opportunity for a dynamic leader to fulfill the position of Chief Financial Officer (CFO). This CFO position is new and will be the first CFO in NOEC’s 82-year history.
NOEC serves over 38,000 meters along 5,000 miles of line in seven Northeast OK counties. Annual revenues exceed $75 million. The Cooperative employs 190 employees, 15 who are currently situated under the CFO’s areas of responsibility. NOEC has a wholly owned, for-profit subsidiary that features a broadband division, as well as a contract right-of-way division.
The successful candidate will manage all aspects of the financial affairs of the Cooperative and its subsidiary. The CFO is an important addition and member of the Executive management team and reports directly to the CEO. This position participates in NOEC’s strategic planning and execution process and provides leadership in business planning and quality improvement processes. The CFO provides financial expertise and advice to the Executive management team and Board of Trustees. The position directs the design and implementation of overall company policies relating to financial reporting, audit, internal control, management information systems, cash management, and tax.
The successful candidate will have a bachelor’s degree in Accounting, Finance, Business Administration, or similar discipline. A Master’s degree in Business Administration is preferred. CPA designation is desirable. The individual shall have at least eight years’ experience in the finance and accounting areas at an electric utility with a minimum of five years at the senior management level. Demonstrated strong leadership, communication and analytical skills are required. The individual must think strategically, have high integrity, and commit to “radical transparency”. The individual will understand GAAP, Uniform System of Accounts, internal control, utility billing, rate design, budgeting/forecasting, procurement processes, and inventory control.
The headquarters for NOEC is in the Craig County seat of Vinita, OK (population 6,500). Cost of living is well below the national average. It is situated on Route 66 in the “Green Country” region where the forested Ozark Highlands blends with the prairie. Vinita has been named the 3rd Safest City in OK. Several four-year universities in OK, KS, AR and MO are located within 150 miles of Vinita. Tulsa, OK and Joplin, MO are within an easy hour’s drive. Area residents have access to high-speed fiber to the home connection. Nearby recreational activities include Grand Lake O’ the Cherokees (Crappie Capital of the World), fishing, water sports, walking, biking, camping, hunting, live entertainment from nearby casinos and BOK Center, world class golfing at Shangri-La Resort, and several museums including Crystal Bridges Museum of American Art.
