We currently have an exciting opportunity for a Chief Financial Officer/Accounting Officer. This role provides leadership and direction to strategies, tactics, long-range forecasting, and overall efforts to continually improve the operations and financial results of the HealthPartners health plan. This leader will partner with key leadership to establish financial objectives and strategies that allows HealthPartners/GHI to accomplish its mission and vision by ensuring leaders have appropriate financial information to make informed decisions and monitor progress towards established financial objectives and strategies.
This role is responsible for the overall leadership and direction of the accounting, audit, budgeting, financial reporting/analysis and revenue management functions for the HealthPartners system including the health plan, Regions and Valley hospitals, HealthPartners Medical Group and Park Nicollet Health Services.
Provide day-to-day leadership and direction of the accounting, audit, budgeting, financial reporting/analysis, and revenue management functions for the health plan to ensure:
Timely preparation of consolidated, legal entity, and other managerial financial statements, including the maintenance of appropriate supporting documentation for those financial statements, e.g., chart of accounts, general ledger, and the preparation of other periodic internal and external financial and management reports as necessary.
Execution of the financial planning cycle, including the preparation of short- and long-range financial forecasts, feasibility studies as needed, and annual budgets. Provide leadership necessary to continually improve the budgeting process through education of department managers on financial issues impacting their budgets.
Ongoing assessment of strengths and weaknesses of the health plan’s financial strategies and processes and implement steps to improve them. Oversee the financial viability of the health plan’s business plans and minimize the opportunity for financial risk or exposure.
Strategic, capital, and tactical planning by creating standards and processes that balance financial management with long-term strategy.
Participate in the development of risk, capitation, and value-based programs based on aligned incentives. Assist in educating providers to the program and oversee the reporting of the programs. Assure proper risk and capitation payments to providers. Assess contractual adequacy of payments and direct mechanics of implementation of all aspects of contracts affecting revenue and enrollment. Help develop strategies for successful negotiations.
Provides input to actuarial services and revenue management to include product development, premium pricing, reserving, rate filing, provider contracting analysis, trend analysis, and data management for all products. Provide ongoing analysis and determination of healthcare costs and trends.
Actively participates in the business development, merger, and acquisition process, including financial due diligence, risk assessment, and the subsequent integration of projects/acquisitions. Provide financial leadership in joint ventures, partnerships, outsourcing agreements, or other significant contractual arrangements.
Recruit, select, and retain highly qualified professionals. Provide the participatory leadership to the finance staff necessary to maintain a motivated, productive, and competent team through open communication and delegation of responsibilities and authority. Guide and direct subordinates in their personal and professional development. Instill a collaborative approach to subordinates’ interactions within the group and across the organization.
Monitors the company’s progress toward achieving membership, revenue, and operating expense goals as well as business unit performance goals.
Serve as a strategic business partner to business owners internally, including driving financial accountability through all areas and ensuring that the company meets the specific objectives articulated within the strategic imperative to “Manage the Business with Discipline.”
Develop and continually improve financial reporting and analysis tools and guidelines for the organization and ensure that financial reports meet the needs and requirements of the business, investors and various government and regulatory bodies. Develop high quality and timely financial reports tailored to support decision-making across the organization as well as board and private equity sponsors to ensure a deeper understanding of the business and its key components.
Ensure maintenance of internal controls and compliance with state and federal requirements regarding controls, accuracy of financial reporting, risked-based capital, etc., and to adequately safeguard the assets of the organization.
Responsible for the maintenance and compilation of accurate and reliable accounting records and for the maintenance of a sound system of accounting controls in accordance with generally accepted accounting principles (GAAP) and other requirements.
Provide leadership and direction of the financial records of the corporation, including asset/liability management, financial reporting, accounting, and taxes.
Provide a compilation of industry benchmarks and peer group analysis, to guide improvements in expense control and business performance.
As part of the Finance Management Team, work to proactively identify, recommend, and implement strategic and operational enhancements to improve the efficiency and effectiveness of the organization.
Prepare and distribute financial management information that regularly and accurately presents the financial condition of the organization. Communicate that information concisely, allowing management to swiftly identify and act on key issues and emerging trends.
Communicate and consult with HealthPartners system executives about the overall financial condition and performance of the health plan, and the development of operational policies and procedures which include a financial element. Advise leadership regarding new programs/financial issues in a consultative role, making recommendations about the financial implications of a decision.
Assure compliance with all corporate policies and procedures relating to the HealthPartners financial reporting, financial planning, and reimbursement activities. Cooperate with internal and external auditors in their review of accounting procedures and records. Act as a liaison between auditors and other HealthPartners financial departments to coordinate audit execution and to facilitate other matters as necessary.
Areas of oversight:
Provide leadership and direction for the ongoing HealthPartners SOX certification process.
Directs the preparation and reporting of financial information to the Board of Directors, Board Committees, Executive Staff, Officers and Management.
Coordinates and interfaces with external auditors for financial and regulatory audits.
Directs the reporting of financial information to regulatory and other external parties.
Maintains banking and other financial institution contacts to stay knowledgeable about new developments in finance and to maintain business contacts for HealthPartners.
Directs the development and maintenance of necessary financial information systems supporting the organization.
Chief Financial Officer (CFO) for a number of subsidiary organizations.
Serves on the Subsidiary Boards.
Member of the Plan Administrator Group.
Have considerable latitude within accounting practices, regulatory requirements and legal constraints to accomplish responsibilities.

Bachelor’s degree in Finance or Accounting plus CPA and/or MBA.
Minimum of 10 years of progressive financial/accounting leadership experience in managing finance, accounting, budgeting, controls, analysis and reporting in a health plan and/or integrated delivery system organization
Demonstrated ability to develop financial reports, metrics, external comparisons, and budget tools for health-plan-specific criteria and subject matter, particularly with enrollment, compliance, audit, risk, reimbursement, and the evolution of healthcare reform on a state and federal level.
Ability to succeed in a highly matrixed, fast paced, high growth environment that values cross-functional collaborative approaches to solutions and initiatives.
Excellent interpersonal skills including interacting and partnering with a diverse range of internal and external constituents, key stakeholders and audiences including the ability to effectively communicate and present financial performance and expectations.
