The District seeks a creative, sophisticated, and service-oriented professional with outstanding leadership and interpersonal skills and strong local government finance experience to join our organization committed to excellent customer service and an organizational culture of teamwork and collaboration. Reporting to the General Manager, the Chief Financial Officer manages all accounting and finance functions, including financial reporting, short- and long-range economic forecasts and analysis, budgets, management of unfunded liabilities, revenue, cash flow, audits, investment management, contracts, long-term debt issuance, and rate setting. The incumbent will be a hands-on working leader with a strong desire to lead and mentor departmental staff.
This position manages the District's Business Services Work Group with 17 full-time positions. USD's 2017 operational budget is approximately $37.4 million with a total budget of $65.1 million. The 20-year capital budget plan is currently forecasted at $600 million.

A typical way to have gained the qualifications to perform the duties of Business Services Manager/Chief Financial Officer is:
Bachelor's degree with major coursework in finance, accounting, public or business administration, or a closely related field. Certification as a Certified Public Accountant (CPA) is highly desirable.
Seven years' increasingly responsible experience in public financing and accounting; a working knowledge of the other functional areas is desired. Three years' experience must have been in a supervisory or management capacity.
